Pay Rate: Pay Range 6 - $39,727 - $53,390
Work Hours: 8:30 a.m. – 4:30 p.m./35 HRS.
Type of Employment: Full Time – Exempt
GENERAL SUMMARY: Under general direction, primary responsibility is to perform internal audits. Secondary responsibility is to perform certain tasks to assist with the accounting function in the Controller’s Office.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Perform internal audits of Offices which collect and/or distribute County funds (e.g., Tax Collectors, Row Offices, District Justice, Agencies). This includes but is not limited to planning the engagement, preparing work papers, evaluating and documenting the auditee’s internal control system, making recommendations for improving internal controls and operations, preparing the final audit report, and reviewing the final audit report with the auditee.
Staying abreast of changes in Generally Accepted Accounting Principles and Generally Accepted Auditing Standards through professional guides and literature.
Under guidance from Accountant/Auditor complete various accounting assignments, which include the preparation of various tailored accounting and auditing schedules for the County audit.
Coordinate and distribute information regarding the federal schedule of financial assistance to various Department Heads/Agencies and reconcile the responses to the County’s general ledger.
Collect, distribute, and review information for annual departmental fixed assets. Reconcile and prepare the annual update for the County’s listing of fixed assets.
Assisting with the accounting function; this includes but is not limited to:
Review the ACC 1099 B report; distribute Form 1099-MISC to the appropriate vendors; prepare the 1099 transmittal forms and mail with magnetic tape; apply appropriate procedures and respond to any CP 2100A notices received from the IRS. Responsible for acquiring W-9’s from vendors that we do business with.
Perform monthly Bank Reconciliation for Schuylkill County Treasurer License’s account.
Performs a variety of other departmental functions requiring Accounting/Auditing knowledge and skills; such as preparing reports, schedules and varies bookkeeping skills, including backing up Accounts Payable Clerk.
Perform any other task that may be assigned by the County Controller or the Accountant/Auditor, such as performing balancing scheduling etc.
Assist County Controller with special projects and assignments as directed; assist with the maintenance and execution of contracts and bids. The job entails setting up contract folders, scanning contracts and reviewing check requests for proper contract number and pricing.
JOB SPECIFICATIONS:
Education/Employment: Any combination of education and experience, which indicates possession of the skills, knowledge and abilities, listed below. An example of acceptable qualifications for this position is completion of Bachelors of Science in Accounting or the equivalent, additional specialized training or experience in auditing, accounting and/or government.
Knowledge:
Thorough knowledge of Generally Accepted Accounting Principles and Auditing Standards for Governmental Entities.
Thorough knowledge of county and department policies and procedures.
Thorough knowledge of computer spreadsheet applications.
Skills:
Computer hardware and software includes Word, Excel, and In-house software applications. Decision-making, problem solving, organizational, analytical, critical thinking, and interpersonal skills.
Abilities:
Ability to examine problems, considers several courses of action, and makes recommendations.
Ability to examine financial recordkeeping activities and reports, detect errors and formulate a corrective plan of action.
Ability to prepare accurate financial schedules and forms.
Ability to communicate effectively in oral and written form.
Ability to sit and use hands to operate computer keyboard for extended periods of time.
Working Conditions:
Work is performed independently in normal office surroundings with extensive use of hands for computer spreadsheet and work processing applications. Traveling to satellite office locations and to conferences during and after normal business hours is required. A moderate amount of bending and stooping is required and lifting up to 10 lbs. Conditions require the employee to be flexible to accommodate evening and weekend working hours.
