MEET OUR SPEAKERS:

🌟 MEGAN MARTIN: Megan is an accomplished executive, attorney, and public policy professional whose career is defined by principled leadership, transformational change, and a deep commitment to serving the people of Pennsylvania. She currently serves as the Chief Operating Officer and General Counsel of the Commonwealth Foundation, where she leads government affairs, policy, public affairs, operations, and legal strategy - bringing teams together around a shared vision of opportunity, integrity, and impact.

Megan’s career spans all three branches of government, including service as a judicial law clerk, roles in the administrations of two Governors, and more than a decade as Secretary and Parliamentarian of the Pennsylvania Senate. As the first woman elected to that role - and unanimously re-elected five times - she led significant operational modernization while ensuring the legislative process remained fair, impartial, and constitutional.

Her experience also includes serving as a civilian attorney for the U.S. Navy, teaching legal writing and appellate advocacy in academia, and serving as Vice President and the first General Counsel of the Pennsylvania Chamber of Business and Industry, representing nearly 10,000 employers statewide. Megan was also honored to run as a statewide appellate judge candidate, an experience that allowed her to visit all 67 counties and engage directly with Pennsylvanians across the Commonwealth.

Across every chapter of her three-decade career, Megan has championed innovation, broken barriers, and advanced missions with clarity, accountability, passion, and vision. Her leadership has been widely recognized, including being named to Pennsylvania’s “50 Over 50” list (2024), receiving the National Conference of State Legislatures’ 2021 Legislative Staff Achievement Award, the 2022 Excellence in Public Service Award from Widener University Commonwealth Law School, and earning multiple merit-based awards from the U.S. Navy.

While Megan has held many impressive titles, the one she’s most proud of is Mom to three great kids - along with their family dog, an adorable Bernedoodle. She and her husband Scott, now empty nesters, reside in Mechanicsburg, Pennsylvania.
